Charge £200 per month on every home empty for 6+ months — no seizing homes, no new taxes, just a fair contribution from property doing nothing. 850,000 × £200 = £170 MILLION EVERY MONTH → £4.08 BILLION IN 2 YEARS. Build 2 factories @ £30m each = £60m total → mass-produce one-bedroom pods for £7,000 each — £10,000 max including land & transport. £4.02bn builds 402,000 pods → EVERY single homeless person housed — with 102,000 spare.
  
  WHY THIS WORKS WHEN NOTHING ELSE HAS: Giving someone a roof ain't enough. Put them in the same place, walking past the same triggers, the same old traps — they end up right back where they started. They don't just need a bed. They need a WHOLE NEW LIFE. A new environment. Space. Fresh air. Away from the cycles that pulled them down. That's the only way it sticks. If the system failed to give them a proper home — the system is responsible. And it's the system that needs to fix it properly, not just patch it up and hope.
